Vice Executive Chairperson
Arthur Wolobah Bomo Fumbah is a Chartered Accountant and Chartered Tax Practitioner with over 30 years of professional practice, industry, and government experience. He is Vice Chair Person of Liberia Anti-Corruption Commission (LACC). Prior to assuming the role of Vice Chair Person of Liberia Anti-Corruption Commission, Mr. Fumbah established Rise Assurance & Tax Expert Services, Inc. and served as Chief Executive Office/ Senior Partner, after retiring as a partner in Baker Tilly Liberia for over 10 years. Arthur is a member of the Institute Chartered Accountants- Ghana (ICAG), a member of the Liberian Institute of Certified Public Accountants (LICPA), a founding member of the Liberia Institute of Tax Practitioners (LITP), a Fellow of the Chartered Institute of Taxation-Ghana, and a Fellow of the Federation of Tax Advisers- the United Kingdom. Arthur holds an MPA Degree in Public Financial Management from Harvard University’s Kennedy School of Government. He is a candidate of the Walden University Online PhD. program in Public Policy and Administration in the United States of America.
Between 2008 and 2011, Arthur served as Deputy Minister for Expenditure and Debt Management at the Ministry of Finance, Republic of Liberia and led major reform in Public Financial Management in Liberia. Prior to serving in the public sector. Arthur also obtained useful industry experience while in Ghana, serving as General Manager for Finance at the Margins Group of Companies for four years (2000-2003). He worked with Deloitte.-Ghana as audit senior in 2004-2005.
Arthur is an active member and Past President of the Liberian Institute of Certified Public Accountants. He served as Liberia’s representative on the Harmonization Committee of the Accounting Technician Scheme for West Africa and on the Committee of the Association of Accountancy Bodies (ABWA), responsible for adopting Internal Financial Reporting Standards and International Public Sector Accounting Standards. He was also the Organizing Chairman of the working group that established the Liberian Institute of Tax Practitioners. He was a member of a 3-man committee that organized and administered the first qualifying Taxation Examination for Practicing License at the Liberian Institute of Certified Public Accountants-LICPA.
Arthur is a member of West Africa Union of Tax Institute (WAUTI) High-Level Think-Tank Group of Tax Experts responsible proposing theme and resource person for the Annual Tax Conference. He has delivered papers at the 7th-10th Annual Tax Conferences,
Arthur is a member of the Integrated Tax Administration System (ITAS) Project Steering Committee of the Liberia Revenue Authority (LRA. He served at resource person at the LRA 2021 Tax Symposium.
Arthur is an adjunct lecturer in accounting, auditing, taxation, financial management, and public sector finance at the University of Liberia, Stella Maris Polytechnic, the Liberian Institute of Certified Public Accountants, and the Liberia Institute of Public Administration.
He was a member of the Board of Director of the board of the Booker Washington Institute, and the Liberian Institute of Public Administration.
He has participated in over several workshops and conferences on private and public financial management. He is a public speaker and has served as guest speakers at more at 15 ceremonies
He is the National President of the Full Gospel Business Men’s Fellowship International- Liberia.
